Report on 2008 Maryland Legislative Session

April 14, 2008

The following comes from Jim Rosapepe, State Senator, District 21.

By now, you may have read press reports on the legislative session that finished earlier this week. Delegates Frush, Peña-Melnyk, and Barnes and I have continued our fight to put state government back on the side of working families.

For example, working together, we were able to:

- continue increasing state aid for our local schools

- freeze tuition rates once again for local students at the University of Maryland

- create strong new protections for homeowners threatened with foreclosure and to crack down on predatory lending

- provide health insurance to help senior citizens cover the “donut” hole in Medicare’s drug benefit

- expand unemployment insurance to cover part time workers

- enact strong environmental laws to limit development near the Chesapeake Bay and increase state funding for Bay clean up efforts

- promote investment in conservation and renewable energy to hold down electric rates, reduce pollution, and fight global warming

- continue state funding for stem cell research

- ban panhandling on roads in Prince George’s, improving public safety

Here in College Park, we got the law changed to allow the University and the City to open up UMCP shuttle buses to city residents. To help the police stop underage drinking at keg parties, we passed a law suggested by University of Maryland Police and the City to get better records on people who rent beer kegs.

After years of effort, particularly by Delegate Frush, we finally were able to put in place a road to recovery for Laurel Hospital. The bill we passed will keep it open and create a state/county authority to develop a financial plan for its future. The authority would solicit bids from major hospital systems such as Johns Hopkins and the University of Maryland to take over Laurel and our other Prince George’s hospitals. The goal is a world class hospital system providing health care in our area.

Within 60 days, the state and county would have to agree on the financial plan. If they do, bids would be solicited from the major hospital systems. The aim is that, by the end of this year, a new owner will be selected. We will keep a close eye on developments and encourage the state and county to come to an agreement.

Two causes I worked for — caps on carbon emissions which cause global warming and scrapping electric rate deregulation – were blocked by powerful financial interests. But I’m not giving up — I’ll be back on the case next year.

Please let me know if there are other issues you have questions or thoughts about. And, of course, feel free to be in touch if the Delegates or I can be of help to you. Just email Senator.Rosapepe@inbox.com or call 301 858 3141.
